Elaine is a Tax Director in BPM’s San Francisco office and a member of the Firm’s Flow-Through group, which specializes in State and Local Taxes (SALT) matters. She is actively involved in the development of pass-through entity elective tax (PTET) and has consulted clients and presented on PTET for California and other states.

Elaine has 30 years of experience working with clients in all stages of business development and a wide variety of industries. She helps companies and organizations increase awareness of state income tax compliance and planning opportunities, as well as review their business operations to identify state income tax nexus. She also assists clients with audit defense services and compliance through state tax exposure assessment and identifying due diligence issues.

Elaine stays up to date with ever-evolving tax rules and works with clients to provide superior service and to build trust in the process. She prides herself on applying thorough tax analysis for companies and organizations based on current laws and a position that is most beneficial to clients.

Before joining BPM’s tax team, Elaine worked at a local CPA firm in the Bay Area for more than 20 years. There she gained experience working with technology startups, as well as closely held businesses, companies with international operations and investment partnerships.

Elaine Leung holds an active CPA license in California.
